Case 17: "militia infight (?)"

Unknown date and location. A young man in military fatigues is stripped off his clothes and beaten, kicked and choked with a noose. Context unclear. Several other soldiers and/or militia man are in the yard of what seems to be army barracks, they are wearing woodland camo fatigues and also T-Shirts with digital camo and also civilian t-shirts.
